In a response to a subscriber’s question, the Ministry of Housing and Communal Services clarified that as of July 8, 2026, work involving changes to load‑bearing structures is no longer classified as ‘replanning’. This change is codified in the Ministry of Finance resolution No. 164 dated April 3, 2026. Previously such work could be carried out under a replanning scheme provided that design documentation was prepared and approved by state construction expertise. Since July 8 of this year, mandatory state construction expertise for replanning projects has been abolished, and the expertise bodies no longer accept such projects. Consequently, work affecting load‑bearing elements must now be performed under reconstruction and must comply with the applicable legislation on architecture, urban planning, and construction.
