Belarusian goods in stores will increase. Starting September 10, 2026, new requirements for the availability of domestically produced goods in retail outlets came into effect in Belarus. The Ministry of Antimonopoly Regulation and Trade (MART) adopted Decree No. 48 dated August 20, 2026, which amends the lists of goods mandatory for sale in retail outlets:

• Non-specialized grocery stores with a universal assortment of goods
• Specialized grocery stores
• Kiosks, pavilions, auto-stores, including those located in rural areas and urban-type settlements
• Non-food stores
• Discount stores, etc.

The main change: the number of product varieties from the mandatory lists must now be ensured exclusively by Belarusian goods. Previously, varieties could be formed using goods from EAEU member states (Russia, Kazakhstan, Armenia, and Kyrgyzstan). However, the retail entity may continue to sell foreign goods beyond the agreed number of varieties. The main requirement is to ensure the necessary number of varieties of Belarusian goods.

According to MART specialists, retail entities need to develop, approve, and coordinate new mandatory lists of goods in connection with these changes. To do this, they must apply to the district or city executive committee, the district administration at the location of the retail outlet.

The goal is to showcase the diversity of Belarusian goods and strengthen their position in the domestic market.

By the end of 2026, the share of domestically produced goods in trade should reach 58%. By the end of 2030, it should be 63%. To achieve these targets, MART has temporarily adopted corresponding measures and states that the norm for the availability of Belarusian goods in the trade assortment is being introduced on a temporary basis.

The First Deputy Minister of Antimonopoly Regulation and Trade of Belarus, Natalya Vasilyevskaya, believes: "The list, in my opinion, contains a minimum number of product items that need to be available on the shelves. Further, the business entity, the trading network, and even a small rural store, determine their own proportional policy. If a foreign product is in demand, it will lie next to the Belarusian product and sell equally. If these are goods of critical import, goods that are produced in the Republic of Belarus in insufficient quantities, there is a footnote that this list can be met by using, including, a product that is..."
