“Starter” and rental housing: Ministry of Labour reminded about guarantees for young specialists.

Among them are financial assistance, housing support, and preferential loans for Belarusian goods.

The Ministry of Labor emphasized that young specialists are guaranteed employment in accordance with their specialty and qualification as per the certificate of placement. Moreover, they cannot be assigned a probationary period, and the duration of the contract must be at least the period of service under the distribution.

Additionally, a young specialist cannot be dismissed either at their own request or by mutual agreement. A specific list of grounds for terminating the contract with a young specialist has been established:

  • enrollment in full‑time studies to raise educational level;
  • transition to a voluntary position;
  • liquidation of the organization;
  • reduction of staff or workforce;
  • incompatibility of the position due to health condition;
  • gross violation of labor discipline (absenteeism, drinking alcohol at the workplace, etc.).

Paid leave is granted to young specialists on general terms. Additionally, before starting work they are given extra rest:

  • 31 calendar days in general;
  • 45 days for teaching staff;
  • 60 days for trainers.

The following payments are provided to young specialists:

  • financial assistance (“lift”) equal to one monthly stipend assigned in the last semester of study, and if no stipend was paid, the amount is calculated based on the social stipend. The lifts are paid within a month from the date of contract signing;
  • relocation allowance – if a young specialist is assigned to work away from their permanent residence and has actually moved to another locality, they may receive an allowance equal to one tariff rate, official or tariff salary. To receive it, they must submit a written request to the employer, attaching documents confirming the move.

For young specialists who have joined budget organizations, monthly incentive payments are provided. Their amount depends on the field of activity:

  • education and culture – 20–45% of the salary;
  • physical culture and sport – 10–50%;
  • healthcare – 20–50%;
  • the Ministry of Labor and Social Protection system – 20%.

Regarding housing provision, if a suitable fund exists, a young specialist has priority right to rental housing (under certain legal conditions). Additionally, depending on current local regulations, compensation for housing rent expenses may be provided.

Another support measure for young specialists is the possibility to take a preferential loan to purchase consumer goods of Belarusian production. The loan rate is 25% of the refinancing rate, that is 2.31% per annum as of today. The maximum amount is up to 30 minimum living budgets for the working population, or 17,220 rubles as of today. The loan term is up to 5 years, and the first payments must be made six months after receiving the loan. The main condition is the mandatory completion of the established period to retain the benefit.

A young specialist can be promoted if the new position is related to the acquired specialty. Transfer is possible in the general procedure with the employee’s written consent. The period of parental leave for child care is counted towards the mandatory service period. Military service by conscription or contract, reserve service, and alternative service are also included in this period.
