Tax authorities analyzed the work of taxi operators. What violations were identified?

The Ministry of Taxes and Fees reported on the results of an analysis of taxi car operators over the first eight months of 2026, BELTA reports.

The desk control units conducted an analysis of 10,490 economic entities over the first eight months of 2026. 2,368 notifications were sent to entities whose activities posed risks, resulting in an additional 28.8 million rubles being calculated into the budget, the ministry said.

Regarding unscrupulous operators who did not respond to the notification and did not voluntarily fulfill their tax obligations, 93 desk audit reports were compiled, indicating that 11.6 million rubles in taxes should be paid into the budget. Eighty individuals were held administratively liable, and administrative fines totaling 1.8 million rubles were imposed. Information about 43 economic entities was forwarded to law‑enforcement authorities for legal assessment in accordance with criminal‑procedure law.

During the desk audit of LLC “M”, it was found that the company understated its VAT and profit‑tax bases for 2023 through the first quarter of 2025, failed to credit cash revenue from taxi operations to its bank accounts, and transferred funds to individuals (drivers) under commission agreements. The tax authority sent a notification offering a voluntary adjustment of the tax liabilities. LLC “M” submitted revised tax returns (calculations); the total amount of additional taxes assessed was 3.9 million rubles, including 0.8 million rubles in personal income tax. Information about the identified violation was also forwarded to the territorial units of the State Unbudgeted Fund for Social Protection of the Population and “Belgosstrakh” to consider the recovery of the due contributions from the income received by the director and drivers of LLC “M”.

Taxpayers must adhere to the inviolable rule: they must work honestly and fully fulfill their tax obligations, otherwise they will inevitably come under the scrutiny of tax authorities, the ministry emphasized.
