For Belarusian customs, the presence of a stamp confirming consular registration at the Belarusian Embassy in Italy is a legal fact. It changes your status from a "citizen of Belarus" to a "foreigner" (non-resident) when it comes to the temporary import of a vehicle, according to the Telegram channel of Belarusian customs authorities.

If there is a stamp in your passport, you can import a car for a period of up to one year absolutely free. No customs duties, taxes, or deposits. The procedure is as simple as possible — you present your passport with the stamp, and the inspector processes the temporary import without any financial obligations.

If there is no stamp, customs treats you exclusively as a citizen of the Republic of Belarus. In this case, the rule is stricter: temporary import is permitted, but only with a deposit (security payment). The amount of this deposit equals the duties and taxes you would pay if you fully cleared the car for permanent use in Belarus. This can be a very substantial sum. The deposit will be returned only after you take the vehicle back out of the country.

What is the procedure?

The optimal scenario. In advance, before your trip, visit the consular section of the Belarusian Embassy in Italy and get the consular registration stamp. This will eliminate any questions at the border and spare you any financial obligations.

If you didn't have time. Be prepared for the fact that the inspector at the border will ask you to make a security payment. The amount is calculated on an individual basis.

Important to remember. The final decision on the status of your vehicle is made by the inspector directly at the checkpoint based on your documents. Therefore, the presence or absence of the stamp is the key document determining whether your import will be free of charge or will require a large deposit.
