The electricity supply organization has the right to suspend the provision of electricity supply services to a citizen who has a debt for two or more billing periods and has not paid that debt within five working days after receiving a written warning, which is delivered by registered mail or handed over under signature.

If the citizen refuses to sign upon receipt of the warning, or if the postal item is returned with a notation that the letter was not delivered to the addressee, the electricity supply organization prepares a report, based on which the provision of electricity supply services to the citizen is suspended if the debt is not paid within five working days from the date of the report.

Restoration of electricity supply is carried out on a first‑come, first‑served basis after the subscriber pays the debt and covers the costs of suspension and resumption of services.

The electricity supply organization also has the right to suspend the supply of electric power if the subscriber fails to comply within the prescribed time with the requirements to remove the input device with the metering equipment at the boundary of the land plot. Such orders are issued by the electricity supply organization when violations of the contractual conditions of supply and the state of the metering equipment are detected. If the subscriber does not meet the organization’s requirements within the specified time, a report is prepared, based on which the provision of electricity supply services to the citizen is suspended.

The electricity supply organization also has the right to suspend the supply of electric power to a subscriber if it is established that the subscriber has been absent from the residential premises for one year or more, which is confirmed simultaneously by the following conditions:

• absence of a written notice from the subscriber about vacating the residential premises for a period exceeding one year;
• non‑payment of electricity bills;
• presence of a written confirmation from a representative of the electricity supply organization regarding the subscriber’s prolonged absence from the premises.

It is important to know that theft of energy is subject to administrative liability in the form of a fine equal to five times the amount of the damage caused. All amounts accrued for the damage inflicted on the electricity supply organization, if the subscriber refuses to pay voluntarily, will be recovered through the courts.
