Sand, gravel, boards or logs are often unloaded right in front of the gates. However, this common practice in Belarus can result in a real fine. To prevent the development of the plot from turning into financial loss, it is important to clearly separate your private and public territory.

On your own plot – store as much as you like

If the delivered materials (whether a pile of sand for a playground, lumber, or split firewood) are strictly within the boundaries of your land parcel, you are not violating the law.

The main condition is that they must be stacked safely, not cause the fence to collapse, and not create inconveniences (such as heavy dust or dampness) for the owners of adjacent plots. Within your yard, the property can remain for as long as you need for the work.

Beyond the fence – a legal 72 hours

The land beyond your fence is the adjoining area that is legally considered public. According to the current rules of landscaping and town maintenance, storing construction materials, firewood, or soil there for an extended period is strictly prohibited.

However, the law takes into account the real needs of citizens. You may unload materials beyond the fence, but only temporarily – for no more than three days (72 hours). During this time, the owner must move all the delivered property onto their plot and clear the public land.

When and how much can they fine you?

If sand or firewood lies beyond the fence for more than three days, or is initially dumped in such a way that it completely blocks a pedestrian path, hinders the passage of cars and special equipment, the plot owner may face complaints from local authorities or the land management service.

Such actions are classified as a violation of landscaping rules.
