Unnecessary Burden on the Budget: The State Control Committee Revealed Violations in the Formation of Heat Tariffs

The reasonableness of their budget and cross-subsidization, and the completeness of measures taken to reduce the cost of thermal energy.

As the auditors established, the budget bears an additional burden due to the inclusion in tariffs for budget organizations of amounts of cross-subsidization, as well as the absence in the region of a unified approach in determining the amount of overhead expenses included in planned costs when forming tariffs for legal entities, and the procedure for the formation by housing and communal services organizations of profit required for inclusion in tariffs for legal entities.

Based on the results of the audit, the Committee developed a number of proposals to improve legislation in the area of forming tariffs for heat supply services for legal entities.
