New requirements for store assortments have come into force – will organizations be fined?

Starting September 10, Belarus has changed the requirements for mandatory assortment lists for trade facilities – store shelves must contain more domestically produced goods, reports myfin.by.

Now the required number of product varieties must be ensured primarily through domestically produced goods. The changes are enshrined in MART Resolution No. 48 dated August 20, 2026.

Previously, when forming the mandatory assortment, goods from other EAEU countries were also taken into account. At the same time, exceptions are provided for certain store formats and some items, in particular for critical imports that are produced in Belarus in insufficient volume.

Goals and fines

According to the results of the first half of the year, the share of domestic goods in trade amounted to 54.6%, increasing by 0.1 percentage point over the year. According to the trade development plan, the indicator should reach 58% by the end of 2026.

MART notes that the new regulation does not restrict the sale of imported products. If there is demand for them, trade facilities will be able to expand their assortment beyond the mandatory minimum.

Thus, Belarusian goods should appear on shelves in greater numbers, but not instead of imported goods, but alongside them.

For the first violation of the requirements, a warning is provided. MART stated that the goal of the new rules is not to fine trade organizations, but to increase the presence of Belarusian products.

The mandatory assortment lists do not apply to pharmacies, branded and stock stores.
