
In Belarus, utilization fee rates will change from April 29

Resolution No. 195 of the Council of Ministers of the Republic of Belarus dated April 23, 2026 "On Utilization" establishes rates for chassis of vehicles, and also changes the amounts of utilization fee rates for other vehicles. The effective date of these regulatory requirements is from April 29, 2026.
The amounts of utilization fee rates for chassis of vehicles are established depending on their category and technically permissible maximum mass.
In addition, Resolution No. 7 of the State Customs Committee dated March 20, 2026, from July 1, 2026, establishes certain special features for completing the document reflecting the calculation and payment of the utilization fee when applying for exemption from the utilization fee.

As BELTA reported earlier, citing the government's press service, the Council of Ministers resolution provides for the recalculation of utilization fee rates paid by both individuals and legal entities on vehicles, self-propelled machines and trailers produced in Belarus, as well as imported into the country, with the exception of cases provided for by international agreements; the definition of chassis as objects subject to the utilization fee; as well as bringing certain types and categories of vehicles, self-propelled machines and trailers to the types and categories defined in Russia.
Requirements are increased for the period during which a vehicle must be owned by a foreign individual. In addition, the provisions of the existing government resolutions of July 1, 2019 No. 437 "On Utilization of Vehicles" and of December 30, 2022 No. 951 "On Utilization of Self-Propelled Machines and/or Trailers" are being consolidated. The resolution also provides for the recognition of government resolutions as invalid.
The amount of utilization fee rates has been increased by 7%. "The interests of individuals are affected minimally: regardless of the type and engine displacement of the vehicle being purchased, if no more than three years have passed since its date of manufacture, the fee has been increased from 544.5 to 624.92 rubles; if more than 3 years — from 1,089 to 1,282.02 rubles," the press service reported. Under certain positions, within the framework of protecting the domestic market, utilization fee rates have been increased multiple times.
Belarusian car manufacturers are exempted from paying the recycling fee if they assume obligations for recycling vehicles, self-propelled machines and their trailers.
The adopted measures will promote both the protection of Belarus's domestic market and the market of the Union State.
