
On September 19, 2026, new rules for the movement of oversized and heavy vehicles came into effect in Belarus. They are provided for by the Council of Ministers' resolution of August 14, 2026 No. 413 and clarify the provisions of the Ministry of Transport's instruction of August 25, 2011 No. 50. The changes apply only to vehicles whose movement is permitted by special permit.
This was announced by the press service of the Ministry of Transport and Communications.
The new rules are intended to regulate the movement of heavy and oversized vehicles on public roads.
Council of Ministers Resolution No. 413 clarifies the provisions of the instruction approved by the Ministry of Transport's resolution of August 25, 2011 No. 50.
The changes apply only to those vehicles whose movement on public roads, road structures thereon, as well as streets of populated localities is permitted by special permit.
Such permits are issued by the state unitary enterprise 'BelDorTsentr' to business entities in accordance with the legislation on administrative procedures.
The document clarifies and supplements the list of cargoes permitted for transport without being divided into parts.
Requirements for the escort vehicle used in accompanying the transport have been specified.
The possibility of submitting a preliminary application electronically using the software and technical means of the enterprise PS 'SUVSR' has been established.
The duties of the driver, members of the escort vehicle crews and accompanying personnel have been listed, including in matters of interaction with each other.
An obligation has been introduced for the owner (user) to appoint a responsible person for permitting movement on highways.
The new rules are aimed at increasing safety and regulating the transportation of oversized and heavy cargo.
