Agrarian Sector: Special Oversight

Newspaper Kіравец September 3, 2026 15:41 The Directive of the President of the Republic of Belarus dated 04.03.2019 No. 6 "On the Development of Rural Areas and Increasing the Efficiency of the Agrarian Sector" states that the agro-industrial complex and its core branch — agriculture — are for our country the leading system-forming spheres of the economy, shaping the market for agricultural products and food, food and economic security, and the labor and social potential in rural territories.

In this regard, the district prosecutor's office has on an ongoing basis organized supervisory measures in the sphere of the agro-industrial complex and, above all, during the performance of fieldwork by agricultural organizations.

Inspections carried out in the current month showed that, on the whole, agrarians are taking measures to prevent cases of mismanagement and wastefulness; however, in two agricultural organizations, unacceptable facts were established regarding the storage of the harvested grain crop in the open air, as well as in places not specifically designated for these purposes and which have openings everywhere through which precipitation can enter.

When visiting fields where combine harvesters and grain-hauling vehicles were operating, workers' waybills and firefighting equipment were checked. In one of the agricultural organizations, a truck was missing a tarpaulin cover, which is unacceptable when transporting grain. The prosecutor also drew the attention of agrarians to the efficient use of agricultural machinery and compliance with technical regulations during its operation.

A review of issues related to fodder procurement showed that, on the whole, heads of agricultural organizations approach this matter responsibly, understanding its importance in ensuring a reliable fodder base ahead of the winter-stall period. At the same time, attention was drawn to the inadmissibility of violating the deadlines for placing fodder in storage facilities, compliance with the requirements for covering them, and other matters. In addition, a number of heads were required to take measures to remove hay and straw bales from the fields in order to prevent their spoilage.

Violations of labor protection legislation have been identified. The most common of them are the absence of wheel chocks (at least two) under the equipment during repairs to prevent its self-movement, the installation of agricultural machinery during repairs on random objects (wooden blocks) rather than on special stands (trestles) with a specific permissible load, inspection pits in repair workshops remaining uncovered with flooring, and other violations.

Based on the identified violations, the district prosecutor's office has submitted a representation to the district executive committee demanding their elimination and prevention in the future. Compliance with the prosecutor's requirements is being monitored.

In accordance with the provisions of Decree of the President of the Republic of Belarus No. 5 dated December 15, 2014 "On Strengthening Requirements for Management Personnel and Employees of Organizations," the head of an organization is personally responsible for ensuring production and technological discipline (compliance with established technological regulations and standards in production, requirements of the production process, product manufacturing technology, as well as ensuring requirements for the rational use of raw materials, material and human resources), executive and labor discipline.
