Your own housing at the start of a career: how a young specialist can get a rental apartment

The first job is not only a professional challenge, but also a necessity to deal with everyday matters, the main one of which remains finding housing. In Belarus, graduates of universities and colleges are provided with a substantial social bonus – priority right to obtain state rental housing. How this mechanism works and what new tools have emerged to support young professionals is discussed in our material.

Who is entitled to square meters?

According to the Housing Code of the Republic of Belarus, the following young specialists and workers are eligible for rental housing in the first place:

  • They studied on a state-funded (budget) basis.
  • They arrived at their place of work by assignment or direction.
  • They do not own any housing (or have the use of it) in the locality where they are assigned (for Minsk, the Minsk District is also taken into account).

A special impetus to this program was given by Decree No. 38 "On the Specifics of Providing and Using Rental Housing". The document is aimed at supporting workers in the most in-demand professions. According to data from the relevant agencies, under this decree alone, hundreds of young doctors, teachers, agronomists, and housing and communal services specialists have already received keys to well-equipped apartments in new buildings.

Step-by-step algorithm: from application to keys

The process of obtaining an apartment is maximally simplified and transparent:

  1. Monitoring. Information about the availability of vacant rental premises is updated twice a month and published on the official websites of local district executive committees, district administrations,

The state controls not only the fact of issuing keys, but also the quality of the provided housing. For prompt feedback, the Ministry of Housing and Communal Services launched a special Telegram chatbot. Through this digital resource, young specialists can directly report any problems related to living conditions.

The effectiveness of the tool is confirmed by practice. As reported by the agency, recently a young doctor from Zhitkovichi used this opportunity; after moving into a new building, she discovered construction defects. Already the next day after contacting the chatbot, construction services arrived at the site and promptly eliminated all shortcomings.

All inquiries received by the bot and on the hotlines are under strict control of the Ministry of Housing and Communal Services. If disputed situations arise that cannot be resolved at the local level, republican agencies are involved in the process.

Summary

Construction of rental housing aimed at young specialists in Belarus continues to gain momentum. Such a personnel retention system allows yesterday's students to feel confident at their first workplace, focusing on professional growth rather than solving housing problems.
