The labor law inspector of the Mogilev regional organization of the Belarusian Trade Union of Agro-Industrial Workers, Elena Martynovich, conducted a public inspection in regional organizations to monitor compliance with labor guarantees for young specialists. In most cases, no violations were found; only minor shortcomings were identified in three organizations. Following the union's monitoring, young specialists in the Mogilev region's agro-industrial complex were reimbursed more than 3,000 rubles.
The state has established a set of guarantees for young specialists who come to work in rural areas: one-time allowances for relocation and hiring, and special tax deductions. However, as the monitoring showed, employers do not always remember these obligations.
Thus, in one of the agricultural organizations of the Mstislavl district, three young workers who had just started their duties did not receive the monetary assistance due to them upon hiring in the amount of the tariff rate. Moreover, the enterprise's accounting department did not apply the standard tax deduction for young specialists, causing the workers to lose part of their salary each month. After the labor law inspector's intervention, the employer acknowledged the mistake. As a result of the recalculation, the young people were owed and paid more than 2,000 rubles.
— Violations often occur not due to the employer's malicious intent, but because of inattentiveness or lack of knowledge of the nuances of labor legislation, — Elena Martynovich noted.
A similar story occurred in the Shklov district. Here, two young specialists also did not receive the tax deduction, and upon relocation to their workplace they were not paid the one-time allowance. The outcome of the inspection was a recalculation of income tax and payment of compensation totaling more than 1,000 rubles.
Thanks to the timely intervention of the union inspectors, justice was restored, and the young specialists received their lawful money.
