Where will the money from the dog tax go?

The tax will still be automatically included in the utility bill.

In the draft republican budget, the purpose of the funds from the dog ownership tax has been officially fixed. Now the money received from pet owners will be spent exclusively on landscaping and solving problems with stray animals.

Specifically, the collected funds will go to:

  • Work with stray animals: funding for capture, assistance to volunteers in sterilization, and construction of new shelters.
  • Pet infrastructure: maintenance, repair, and arrangement of new dog-walking areas, including the purchase of training equipment.

In parliament, they noted that honest payment of the tax will allow developing infrastructure in cities at the initiative of residents themselves. Control over dog registration has been seriously tightened. According to experts' estimates, due to unregistered pets, the local budget loses about 3 million rubles annually.

What will the rates be from January 1, 2027: The tax will still be automatically included in the utility bill (receipt) quarterly for all dogs over three months old. At the same time, a tariff increase is planned:

  • Base rate (for ordinary breeds) will be 15 rubles per quarter.
  • Rate for potentially dangerous breeds will increase to 71 rubles per quarter.

Fixing the targeted nature of the tax will make the system transparent for citizens: by paying the fee, dog owners will receive a guarantee that the funds will go toward creating safe and clean walking areas in their neighborhoods.
