What you need to know about the utilization fee rules for self-propelled machines

Imagine this situation: you are planning to import a garden tractor from Russia. The main question is whether you need to pay a utilization fee. Specialists from the Telegram channel of the Belarusian customs authorities report that the answer depends on whether your model is included in the official list. If the tractor is not on this list, the fee is not charged.

Since April 29, 2026, new provisions of Resolution No. 195 have been in effect in Belarus. The list of self-propelled machines subject to the fee has been expanded to include wheeled and tracked tractors for agricultural use, combine harvesters, self-propelled mowers, and other equipment.

The rate is calculated based on three parameters: machine type, engine power, and year of manufacture. For wheeled tractors, the rate ranges from 6,500 rubles (30–60 hp) to 136,000 rubles (280–340 hp). If the tractor is more than three years old, increased coefficients apply.

An important nuance: the higher rates applied to machines from EAEU countries do not apply in your case — this rule does not extend to self-propelled equipment. The fee must be paid before registering the tractor with the traffic police or the State Technical Supervision Authority of Belarus. Once paid, the fee is considered final.
