From October 1, 2026, a whole complex of legislative, social, and financial innovations will come into force in Belarus. The changes will affect the rules of control in public transport, banking applications, the procedure for filing tax reports, medicine prices, and even the rules for fishing enthusiasts.

Below is a detailed overview of the main innovations that you should prepare for in advance.

Transport: continuous audio and video recording of inspections

Starting October 5, the rules for checking fare payment in public transport will change significantly. Now inspectors-revisors will be obliged to conduct continuous video and audio recording throughout the entire ticket inspection.

Warning for passengers: A special chevron or other noticeable sign will appear on the inspector’s uniform, informing about the recording being conducted.

Data protection: According to the Ministry of Transport regulations, the obtained recordings are strictly confidential. It is strictly prohibited to use them for personal purposes, edit, copy without permission, or publish them in open access. Access to the archives will be granted only to a limited circle of authorized persons.

Finance and banks: restrictions in M-Belarusbank

The biggest changes in mobile banking have been prepared by Belaruskbank. Starting October 1, the M-Belarusbank app introduces a ban on using other people’s cards:

Card deletion: Passengers and customers will no longer be able to add or use cards issued to other people, including spouses or parents. Previously linked other people’s cards, the bank strongly recommends deleting them manually via the app settings.

Alternative: If you help an elderly relative manage their money, the bank offers to issue an additional card linked to their account, but in your name.

Service packages: Free provision of the “Full” and “Basic” packages for a number of cards (clubs “Ladies”, “Persona”, “Men’s Club”, “Easy-card”, etc.) will be discontinued. Instead, clients can independently connect free push notifications. For holders of the “Velvet” cards, SMS notifications will remain completely free of charge.
