Starting October 1, 2026, a number of new business requirements will come into force in Belarus — from maximum prices for medicines to the procedure for filing tax returns, while some restrictions are already in effect since September.

Entrepreneurs will need to pay attention to eight changes affecting pharmacies, exporters of agricultural and industrial goods, woodworking enterprises, employers, and international carriers.

Along with the new month, businesses will face new rules, deadlines, and important details. We have collected everything that needs to be kept in mind for October.

Medicines and exports: prices under control

Pharmacies will have to operate under updated maximum wholesale prices for certain domestically produced medicines. From October 1, corresponding changes, approved by Resolution No. 101 of the Ministry of Health dated September 17, 2026, will affect products from ten pharmaceutical companies.

At the same time, maximum prices will only increase for three drugs — one produced by the Nesvizh Medical Preparations Plant and two by the Ferein company. For the remaining items, prices will stay at their current levels.

Parallel to this, the conditions for agricultural exporters have tightened. Since September 17, new minimum prices have been in effect, below which certain types of Belarusian products cannot be sold abroad. According to Resolution No. 74 of the Ministry of Agriculture and Food dated September 15, 2026, prices have been increased for beef supplied to all countries except Russia, as well as for milk and cream with a fat content of up to 1.5% — for all foreign markets.

For supplies to Russia, the minimum prices for dry milk of any fat content have increased. Contracts concluded before September 17 must also be brought into compliance with the new requirements if the goods have not yet been fully or partially shipped or fully paid for.

Taxes and HR: new rules for acceptance and processing

From October 1, the procedure for submitting documents to tax authorities will change. Inspectorates will now accept and process electronic declarations and other documents from companies and individual entrepreneurs under the new rules.

Grounds for refusal to accept documents, as follows from Article 24 of the Tax Code of the Republic of Belarus, may include the document being signed by a person without confirmed authority, information about a violation of the secrecy of the electronic digital signature (EDS) private key, or the submission of a declaration for a period currently being audited by the tax authority. In the latter case, exceptions are provided — for example, if the documents are related to the results of the audit itself or circumstances that arose after it began.

Certain adjustments await woodworking enterprises. Employers in this sector will have to update work instructions for operators of automatic and semi-automatic lines: starting October 1, a new professional standard for this profession comes into force, approved by the Ministry of Labor and Social Protection Decree No. 52 of July 20, 2026.

At the same time, the former profession of operator of grades 3–7 is being excluded from Issue 38 of the Unified Tariff and Qualification Reference Book.

Dormitories and Industrial Export

Companies and organizations that, upon their request, have provided an employee with a place in a dormitory must, starting October 1, notify of the employee's dismissal within five working days. Failure to meet the deadline entails personal liability for the manager.

As stipulated in the Council of Ministers Decree No. 440 of August 31, 2026, other dormitory rules are also changing: the standard lease agreement and the procedure for reimbursing maintenance expenses are being updated. Moreover, arrears for six months can now serve as grounds for eviction — it is no longer required that these six months be consecutive.

For exporters of industrial goods, a regulation effective September 23 allows companies to obtain approval for exporting individual items that have fallen under a temporary ban outside the EAEU.

As an exception, exporting such products will require a coordination document from an authorized government agency or the administration of a free economic zone. Finally, from September 10, the procedure for transmitting information about passengers on international flights to state information systems has been updated. Companies and individual entrepreneurs engaged in international passenger transportation are required to operate under the new rules established by the Ministry of Transport Order No. 34 of July 1, 2026.

For aviation, railway, and road carriers, separate data transmission systems are provided, while for road transportation the new requirement will take effect later — from October 1, 2027.
