Many of us pay for housing and communal services on time, as we understand that these funds ultimately go towards creating comfortable living conditions for city and rural residents, improving public areas, developing and strengthening the material and technical base of the enterprise that services the housing stock, roads, sidewalks, and so on.

We asked about the situation in this sector from the head of the calculation and passport service department of Klimovichi, KUP «MOCIS», Yekaterina Zakharенко.

— Most consumers of housing and communal services pay them on time, — emphasizes Yekaterina Sergeyevna. — But, unfortunately, there are also those who do not fulfill their obligations to the enterprise, and therefore to the state.

Among those who have debts to KUP «Kommunalnik» and other supplying organizations are people who have moved to permanent residence outside the Republic of Belarus. Thus, some property owners do not want to pay for the removal of solid communal household waste, which is considered for registered but not residing relatives in the apartment or house. Although it cannot be otherwise. These 'caprices' then turn into penalties and large sums in utility bills.

— It should be emphasized that citizens with low income are provided by the state with a non-cash housing subsidy, — continues the specialist. — Thus, from January 1 to August 31 of this year, according to the identified principle, the subsidy was accrued to 61 residents of the district in the total amount of 3,329 rubles. But it should be remembered that only disciplined payers can count on the subsidy. Debtors do not receive it.

Difficulties with timely payment of housing and communal services also arise for those who receive their salary in the last days of the month. Therefore, money should be set aside in advance.

If a debt arises, then at the first stage they will talk to such a person by phone, explain all the nuances and consequences. Next, they will come to the debtor's home and hand him an official warning for signature. After a citizen has a two‑month debt, he may be disconnected from water supply services and the internal electrical network.

After the debt is paid, service provision resumes. However, reconnection to all utilities is chargeable.

Debt collection from negligent owners is also carried out by means of a notarial enforcement endorsement. The apartment owner's expenses then increase, because he must pay the notarial fee and the work of bailiffs.

Not everyone knows that the enforcement endorsement is forwarded to the debtor's place of work or to his family members, so that the employer can withhold the debt amount from the wages of the non‑payer, his spouse or children and transfer it to the housing and communal services. Is it pleasant for a self‑respecting person when his domestic problems become known at work?

Regarding private housing, there are also cases where the owner has died and for a long period no one has accepted the inheritance, while the communal services are being accrued and the debt is growing. In such a case, the property can be declared escheated. A residential premises can be escheated in its entirety, as well as its part. If there are no heirs by law, and the will only concerns part of the property, then the part of the property not covered by the will becomes escheated.

Such an inheritance passes into the ownership of the state. In 2026, one residential premises in the city of Klimovichi was declared escheated.

By the way, for late payment of utilities, payment for the use of residential premises, and compensation for electricity costs for a defaulter, the following measures are expected: arrest of funds in their accounts (bank cards), in deposits; a ban on receiving mail (packages, parcels, including from RUP "Belposhta", Europost, Wildberries, Ozon); restriction of the right to drive vehicles; arrest of a vehicle; a ban on visiting gambling establishments, virtual gambling establishments, and participating in games of chance. In the case of forced collection of debt for utilities, a citizen may be banned from traveling abroad until the debt is paid.
