In order to strengthen control over compliance by producers of transport works and services with transport legislation during international road haulage from October 1 to 31, a targeted control event “Work and Rest Regime” is being carried out.

More details were provided by the Gomel Region branch of the Transport Inspectorate:

  • The fundamental aspect of ensuring the safety of passenger and cargo transportation is compliance with the work and rest regime. Therefore, special requirements are imposed on drivers in this case. An analysis of the results of control activities by the Gomel Region branch of the Transport Inspectorate showed that not all drivers unconditionally observe the work and rest regime. For example, in September 2026, branch specialists identified more than 200 violations.

This event is aimed at identifying violations of the work and rest regime by drivers engaged in international road freight transport. It will be a comprehensive effort: control, prevention, and additional informing of carriers about legislative requirements. Special attention will be paid to compliance with the AETR requirements regarding the work and rest regime, requirements for the use of the control device (tachograph), and the driver's card.

The work and rest regime for drivers of vehicles engaged in international road transport is regulated by the provisions of the European Agreement concerning the Work of Crews of Vehicles Engaged in International Road Transport (AETR), concluded in Geneva on 1 July 1970.

In case of non-compliance by drivers engaged in international road freight transport with the established work and rest regime, the responsible persons shall be held administratively liable in accordance with the legislation.
