Since October 8, 2026, Belarusian carriers have been able to issue travel permits for trips to China in digital format. The joint Belarus-China project on digitizing international road transport has moved to the stage of practical operation, which significantly simplifies logistics and saves time for companies. Our network publication learned about this from Sergey Veselko, deputy head of ROAUVK G. Krichev UAVOK branch of the Transport Inspection of Mogilev region.
What changed?
Now for obtaining permission one does not need to visit Transport Inspection offices. The entire process has been transferred to online mode via the personal account in AIS "Dazvol". In the system the carrier can:
How it works?
By decision of the commission on allocation, issuance of permits and control over their use by the Ministry of Transport of the Republic of Belarus, two types of electronic permits have been defined: "bidirectional/transit" and "from third countries".
To activate a document, the carrier enters data about the planned trip into the system. An important nuance: for one vehicle, at most two active (but not yet used) permits of each type may be held simultaneously. After activation, an electronic document with a unique number and QR code is formed. It can be printed or simply shown to an inspector on a smartphone screen during inspection.
If plans change, the activated permit can be canceled in the personal account – but only until the vehicle departs on a trip. The fact of using the permit is confirmed automatically: data on passing control comes directly from the Chinese side.
Important recommendations for the transition period
Despite the shift to digital, the Belarusian and Chinese Ministries of Transport agreed on "insurance": until the end of 2026 drivers are recommended to carry a paper copy of the permit as a backup option.
At the same time, all previously issued paper forms remain valid – they can be used until their expiration date, creating an electronic equivalent is not required.
