What's new in passenger taxi transport?
Decree No. 136 of the President of Belarus dated April 22, 2026, "On Road Passenger Transport in Irregular Service," improves legal regulation of the taxi passenger transport sector.
As explained by the Transport Inspectorate branch for the Gomel Region, there are now more grounds for suspension. The list has been supplemented with the following: failure to submit a tax declaration, tax debts, providing false information to tax authorities, failure to submit documents on individual driver accounting to the Social Protection Fund for drivers with employment contracts, repeated violations of the procedure for accepting payment and using cash registers and other equipment, as well as requirements set out in paragraphs 2.11–2.13 of Decree No. 32 of the President of the Republic of Belarus dated January 25, 2024. These measures are aimed at curbing the activities of shell companies.
According to the Decree, the list of information to be included in the registry of road passenger transport in irregular service is expanded. Transport activity is considered illegal without it.
The Decree also introduces a ban on the use of transport vehicles by a carrier excluded from the registry for violations by any other carrier. Re-inclusion is possible only after three months.
Several other changes apply. Starting October 25, it will be illegal to operate in the irregular passenger transport sector without including information on vehicle operation periods and driver working hours. Additionally, if a business entity is in the process of liquidation (termination of activities), it cannot be included in the registry or make changes to existing entries.
Furthermore, the list of transport services exempt from the scope of Decree No. 32 of January 25, 2024, "On Road Passenger Transport," has been expanded.
An important change reduces the period for submitting an application for re-inclusion in the registry after exclusion for violations from six months to three months.
In this connection, an application for inclusion in the register of information may be submitted by a road carrier, a dispatcher of road passenger transport in irregular traffic, or a taxi dispatcher, whose information has been excluded from the register for violations committed, including for exclusions up to October 25, 2026, after three months have elapsed from the date of exclusion from the register of information.
The above changes came into force on October 25, 2026.
