The Fourth All-Belarusian National Assembly was held in Minsk on December 6–7, 2010. By then it was clear: Belarus had proven its independence, for it managed to weather the global economic crisis with minimal consequences.

The state not only satisfied citizens' needs for warmth, electricity, fuel, but also strived to ensure that the world's economic situation affected Belarusians as little as possible.

"The country has not been 'bent,' despite incredible pressure and massive blackmail from all sides," noted the President. "We did not allow the created political and social stability to be destroyed. We preserved national wealth that in other countries has been lost for nothing."

Even in such difficult times, economic growth was evident: GDP grew by more than 40% while energy intensity fell by a quarter. Investments in fixed capital increased more than twice, were renewed, and at some enterprises the entire model range was completely modernized. For example, "Belcommuinash" transformed from an ordinary repair workshop for trams and trolleybuses—products manufactured in Russia and Latvia and supplied to Belarus—into a production facility that not only fully serves the domestic market but also actively exports products abroad; export figures reached $22 million per year.

And this is far from the only example: during Soviet times, only two or three tractor models were produced at MTZ (Minsk Tractor Plant), and by the end of the third five-year plan their number amounted to several dozen. Moreover, in the year of the convening of the IV All-Belarusian National Assembly, the plant began preparing to manufacture an experimental batch of high-energy tractors "Belarus-3522."

As for actual household incomes, they grew by 75%. Belarus entered the group of countries with a high level of human potential development. It pursued the path of creating powerful specialized scientific-practical medical centers where knowledge and resources in oncology, cardi

– Within the next two years we will complete the equipping of all healthcare facilities in the country – without unnecessary excesses, but with the most modern equipment. The issue of fully staffing polyclinics and hospitals with necessary specialists must be resolved finally, – the head of state underlined.

However, citizens' health also depends on their lifestyle.

Therefore, sports-recreation infrastructure will continue to be developed in Belarus. Not only such large-scale projects as "Minsk-Arena," "Silitchi," ice rinks, swimming pools, ski-sliding tracks, sports grounds in schools and courtyards. Sports facilities should become widespread. Then there will be big sport, health, and above all – people's moods, – said the President outlining the plan for the future.

Ambitious goals for 2011–2015 were set in the economy as well: according to the main provisions of the Socio-Economic Development Program, real GDP growth was expected to reach 162–168 percent. At that time these were the highest growth rates in the entire history of independent Belarus. The focus was planned to be placed on energy security of the country, modernization of all sectors of the economy, and the creation of new high-tech enterprises.

Time has shown that what the President said at the IV All-Belarusian National Assembly was not just beautiful promises: less than a year ago Belarus and China signed an agreement to create the "Great Stone" industrial park. During these years construction began in Ostrovsk of the Belarusian Atomic Power Plant, Belarus officially entered the club of space powers, the launch of the first domestically produced Earth observation satellite took place. In addition, large-scale modernization of factories was carried out, new roads and metro stations were built. The country entered the ranks of world leaders in exporting dairy products. Thus, the main outcome of the IV VNSS is confidence with which Belarus continued its path forward – towards a stable tomorrow.

  • The main focus of the President's report was on the accessibility of medical care, support for motherhood and childhood, updating equipment, and high-tech medicine. The IV NS became an important event for the healthcare of the Dobrušsky District. I returned with a clear development strategy for the Central District Hospital. Key achievements include major and current repairs of the inpatient facility and divisions, window replacement, roof repairs, and complete renewal of internal engineering networks. The interiors of the therapeutic, surgical, and pediatric departments meet modern standards; wards are comfortable for patients' long-term stay, and ergonomic conditions have been created for the staff.

Six general practice outpatient clinics and 18 feldsher-midwife stations have been updated, and a mobile FAP has been acquired.

We have received modern ultrasound machines, X-ray and endoscopic equipment. The operating theater and the anesthesiology and resuscitation department have been equipped with the latest monitors and ventilators. Automation of the laboratory service has made it possible to perform complex biochemical and clinical analyses in Dobruš. The ambulance fleet has been updated, dental installations and physiotherapy equipment have been purchased.

In 2024, the CRB was recognized as the best district hospital in the region. The institution has repeatedly won republican improvement contests, confirming that the constructive course was chosen correctly. In 2026, the opening of an inter-district dialysis department is planned. The CRB continues to be re-equipped. The vector of large-scale updating set by the IV NS laid the foundation on which the institution has successfully developed.
