The Council of Ministers of the Republic of Belarus adopted a resolution dated 14 August 2026 No. 413, which approved a new Procedure for the participation of heavy and/or oversized vehicles in road traffic (hereinafter – HOVs). The document comes into force on 19 September 2026 and regulates the movement of HOVs on public roads, carried out on the basis of a special permit.

The new Procedure regulates the procedure for issuing special permits, specifies a comprehensive list of required documents and information, and clarifies the format of the permit itself. In addition, the document adjusts the list of goods that may be transported without being divided into parts.

The document established the possibility of submitting a preliminary application in electronic form through the enterprise’s software tool PS “SUVSR”. This allows the route to be selected in advance and the toll to be calculated, ultimately shortening the time required to issue the final permit.

The resolution specifies situations in which the transport of an oversized cargo must be accompanied by escort vehicles (cover vehicles), including the participation of traffic police officers and specialized services. The document sets out the duties of the HOV driver, the escort and support crew members, and establishes a requirement for the owner (user) of the HOV to appoint a responsible person for allowing the vehicle to enter traffic.

When an HOV is escorted on roads with two or more lanes in one direction, the permissible speed is no more than 70 km/h.

The need for simultaneous escort by an escort vehicle and a cover vehicle is established by the RUP “Beldorcenter” and indicated in the special permit.

The existing requirements for permissible HOV parameters in length, width, and height, as well as the conditions for mandatory escort, remain unchanged. The adjustments made are clarifying in nature and aimed at facilitating the practical application of the norms.
