The store does not have change for a large bill. Can they simply refuse to sell you the item?

No change for 100 rubles is a perfectly ordinary situation, especially if the purchase is small. But can a seller in such a case simply refuse to sell the goods and offer the buyer to look for change themselves? This question was commented on by Darya Khatkevich, a lawyer from the Minsk City Bar Association, in an interview with Mlyn.by.

The reason for this was the story of a Belarusian woman who, along with a young man, came to buy lenses. He handed the seller a 100-ruble bill, but there was no change at the cash desk. As a result, the buyers were offered an alternative payment method, and the girl had to pay with her bank card.

According to the lawyer, the lack of change is a problem for the store, not the buyer. It is impossible to refuse a sale just because a person came with a large bill. The trading object must itself ensure that the cash desk has the necessary change.

The buyer is also not obliged to buy something else to make the amount more convenient for payment. Therefore, the familiar offer to add gum, a chocolate bar, or some other small item to the purchase for change can only be a suggestion - the store is not entitled to force the person to do so.

If the seller still refuses to sell the goods due to the lack of change, the buyer can contact the administrator or the store manager.

For unjustified refusal of service and violation of trade rules, administrative liability is provided. The fine can be up to 10 basic units, i.e., up to 450 rubles. In case of repeated violation within a year - from 10 to 30 basic units, or from 450 to 1350 rubles.
