The State Control Committee of the Mogilev Region is conducting a monitoring of the effectiveness of using reclaimed land and budgetary funds spent on their improvement. The results show that systematic work is being carried out in the region to reclaim land. In 2026, more than 5,000 hectares of land have already been put into operation, including the reconstruction of drainage systems on 1,700 hectares and land improvement work on 3,300 hectares.

At the same time, the Committee has identified cases of poor-quality performance of drainage work and overestimation of their volume when putting facilities into operation. For example, in the Bykhov District, on the drainage system "Gresa" near the village of Gorodets, Bykhov District, after carrying out land improvement work on an area of 272.2 hectares, the Bykhov OAO "PMK-85 Vodstroy" did not remove tree residues from the treated area, and the slopes of the drainage canals were not equipped. The same PMK, in 2026, when carrying out land improvement work on the drainage system "Trosna" on an area of about 20 hectares, did not perform work on removing tree and shrub vegetation, plowing and discing the site, and on the drainage system "Ukhlyast" on 55 hectares, the planned discing and plowing were not carried out. However, the unfulfilled work was fully paid for from the regional budget funds.

There are cases where reclaimed land is not used due to the inaction of agricultural organizations that are land users. For example, in the Glussk District, OAO "Glussky-Agro" after carrying out land improvement work in 2023 did not use 79 hectares of the drainage system "Lis", and OAO "Experimental Base 'Glusk'" after carrying out reconstruction in 2023-2024 did not use 219.4 hectares of land of the drainage systems "Zarudechye" and "Ptich".

Based on the proposals submitted by the Committee, agricultural and drainage organizations are working to eliminate violations and shortcomings, including the return of unjustifiably received budgetary funds. The monitoring in the field of drainage continues.
