The Russian Ministry of Industry and Trade reminded about the increase in the recycling fee from 2027. The rates of the recycling fee will rise by 10–20% depending on the type of equipment.

This is another planned step in long-term indexing approved as early as 2024, Autonews reports.

"Gradual increase of rates should create predictable conditions for investment decisions, implementation of joint industrial projects, and stimulation of production localization in Russia. One of the key results of these decisions is the restoration of production at practically all car plants that were abandoned by foreign partners," the Ministry's press service said.

What will change for Russians? Another increase in the recycling fee will make parallel import and commercial delivery of cars even more expensive. The fee at the preferential rate — 3,400 Russian rubles for a new car (about $40) and 5,200 Russian rubles ($61) for a car older than three years — will be relevant only if strict conditions are met: a vehicle with an engine capacity of up to three liters can be imported only for personal use and must be owned for at least 12 months.
