The National Bank has defined the procedure for assigning payment systems to types of significance.

The National Bank has defined a hierarchy of payment systems by types of significance and has also approved the current list of criteria that will be used to classify them. A corresponding decision was made by the National Bank's Law on Constitutional Matters dated June 22, 2026 No. 204, which comes into force after official publication, informing BELTA at the National Bank.

In accordance with the law "On Payment Systems and Payment Services," payment systems are divided into significant and other payment systems, and significant payment systems in turn are divided into three types of significance. For example, a systematically significant payment system is a payment system whose malfunction can trigger and spread systemic failures on the payment market, and a potentially significant one is one whose malfunction may be linked to the malfunction of a systematically significant payment system or may cause a systemic failure on the payment market. A socially significant system is one where problems in functioning could damage public trust in payment systems as a mechanism of payments and collections in an anonymous form.

The classification of payment systems is determined by the National Bank to define their role and influence level in the national payment market, and also establishes requirements for payment systems and their operators depending on the type of significance.

Information about the recognition of a significantly important (strategic value) payment system will be placed on the official website of the National Bank. The assessment of significance is based on the results of each calendar year.

"The adopted decision is aimed at ensuring the safe, secure and effective functioning of the payment market at the cost of increasing its resilience thanks to addressing address requests from different levels of significance and first of all from systemically and socially significant ones. Such an approach will enable not only to regularly identify and acquire potential threats but also to build an active regulation model adapted to the scale and specificity of risk of each payment system," noted the National Bank.
