
Title: Budget does not forgive mistakes: why state expertise is mandatory for construction projects
Construction of facilities financed by budget funds imposes increased legal and financial responsibility on business entities. State funding requires customers and designers to strictly comply with legislation, construction norms and standards. The main condition for the legitimacy and transparency of such construction is the mandatory passage of state expert review of project and estimate documentation before any work begins.
State expert review is aimed at eliminating artificial inflation of material costs, unjustified increase in work volumes, and any non‑targeted expenditures. Under budget financing, every ruble must be accounted for, and project solutions must be economically reasonable and justified.
Ignoring or delaying these procedures leads to project schedule disruptions and violations of budget legislation. A vivid example of financial discipline violations identified by the State Control Committee of Minsk Region is the situation with housing and communal services entities. Due to untimely development of project documentation and missing deadlines for the mandatory state expert review before starting work on the modernization of heating networks this year, the organization lost the opportunity to use more than half a million rubles of allocated budget resources. As a result, the unused targeted funds must be returned to the budget in full.
The State Control Committee of Minsk Region draws attention to the fact that the use of budget funds in violation of the established procedure entails liability for business entities. Strict adherence to rules and timely passage of state construction expert review is the legal basis for effective work with state investments.
