
A significant increase in complaints (claims) about the quality of housing and communal services received by the Unified Regional Contact Center 115 prompted the State Control Committee of the Brest Region to examine the effectiveness and timeliness of responses by housing and communal services organizations to citizens' appeals.
Thus, in the Brest region, from January to August 2026, the number of complaints (claims) received by Contact Center 115 increased by 21.5% compared to the same period in 2025 and exceeded 117,000.
An increase in complaints was recorded in all districts of the region. For example, in Kamenets and Kobrin districts, the number increased 1.5-fold.
The number of complaints for which review deadlines were violated remains significant (4,800). Because necessary measures to eliminate deficiencies were not taken, review deadlines were postponed for 41,100 complaints, and 3,500 were returned for rework due to inadequate quality of execution.
An increase is noted in complaints (claims) about the quality of roads, municipal solid waste management, heating, cold and hot water supply, sanitary condition of territories, and so on.
Facts of delaying deadlines and a formalistic approach to handling incoming complaints were found, which leads, among other things, to repeated appeals from applicants.
For example, regarding the issue of filling a sandbox with sand at a playground in the courtyard of an apartment building (in Ivatsevichi district), in May 2026, three appeals were received by service 115; the complaint was fulfilled only after one month, in violation of the deadline. At the same time, resolving the issue did not require significant financial and labor costs.
Local executive bodies have been informed about the identified shortcomings by the State Control Committee of the Brest Region. Those responsible for improper consideration of complaints and claims have been held accountable.
