From January 1, 2027, driving schools will record exams on video and keep the records for six months

Starting January 1, 2027, updated requirements for training future drivers and conducting exams at driving schools will come into force in Belarus. The new rules will affect not only the training of drivers of motor vehicles, but also training on tractors and self-propelled machines.

Amendment No. 4 to the state standards STB 2191.1-2020 and STB 2191.2-2020 was published on October 16 on the National Legal Internet Portal, writes gp.by.

Cameras must capture the road situation, the actions of the student and the examiner, as well as record sound.

Mandatory video recording

One of the main innovations is the mandatory video recording of thematic control and practical exams for driving vehicles. The cameras must capture not only the road situation, but also the actions of the student and the examiner, and record sound.

A separate section with requirements for video recorders has been introduced into the standard:

• lens field of view — at least 120°
• main camera resolution — at least 1920 × 1080 pixels
• additional camera resolution — at least 1280 × 720 pixels
• recording frame rate — at least 25 frames per second
• mandatory display of the current date and time

Before the start of thematic control or an exam, an authorized person must visually check the serviceability of the video recorder and the correctness of the installed date and time.

Record retention periods

Video materials of thematic control and practical exams must be stored by driving schools for six months. Records of ordinary practical lessons — for one month. After the expiration of the term, the information is subject to deletion.

What else will change

The requirement for training vehicles to be equipped with a satellite monitoring system (GPS) remains. At the same time, it is permitted not to equip it if video recording of practical lessons is carried out.

Requirements for examination commissions and the qualifications of their chairpersons are clarified. Theoretical classes for training students must be conducted only in full-time format, unless otherwise established by legislation.

When providing services for upgrading driver qualifications using the customer's transport, filling out waybills is not carried out.

Will every lesson be recorded on video?

No. Mandatory video recording applies specifically to thematic control and practical exams. For ordinary lessons, a separate one-month retention period for records is provided, if they are conducted.
