All mounting, ventilation, and other openings in interfloor ceilings, on the roofs of buildings and structures, must be closed with strong, displacement-resistant covers or protected by a protective barrier.
Work performed at height without protective barriers must be carried out using fall arrest, positioning, and/or rope access systems, provided a permit-to-work system is in place with rescue equipment available.
Access to and from the roofs of buildings and structures must be via staircases and specially equipped roof access ladders; the use of fire escape ladders for this purpose is prohibited.
For workers passing over roofs with a slope greater than 20° or with roofing materials not designed to support the weight of personnel, stepladders at least 0.3 m wide with crossbars for foot support must be used. The stepladders must be securely fastened during work.
When working on roofs using stepladders, workers must use personal fall protection systems. The composition and installation order of these systems shall be defined in the project and/or technological documentation or the permit-to-work.
Materials may be placed on roofs only in locations specified by the project documentation, with measures taken to prevent their falling, including from wind loads. During work breaks, technical equipment, tools, and materials must be secured or removed from the roof.
Work on installing (suspending) ready-made rainwater gutters, downspouts, and pipes, as well as caps and hoods on smoke and ventilation pipes, on parapet coverings, and on eaves, must be performed from special scaffolding, suspended scaffolding, self-climbing platforms, or vehicle lifts, and/or using rope access systems.
The use of portable ladders for installing hoods on smoke and ventilation pipes is not permitted.
