Republican budget for 2027. Where will the money go.

On September 30, 2026, in Minsk, Finance Minister Vladislav Tatarynovich told journalists about the approaches embedded in the draft republican budget for 2027. The President of Belarus has already given consent to submit the budget‑tax package of documents to the House of Representatives.

The draft was prepared simultaneously with amendments to the Tax Code and the main socio‑economic development indicators, reports BELTA.

Revenues and Expenditures: A Balanced Approach

The budget includes resources for addressing development tasks, including strengthening the position of domestic products on foreign markets. In terms of expenditures, the basis is a reliable assessment of their justification, taking into account the specifics of individual sectors and types of activity.

The minister emphasized that tax policy measures for the next year do not envisage radical changes. Stability of the tax system is an important factor for stable economic operation and its further development. In drafting the budget project, the implementation of the current year's budget was analyzed. Relatively even growth in revenues and expenditures indicates the absence of imbalances. All obligations, primarily of a social nature, will be fulfilled.

Wage growth in the budget sector

The priority is increasing citizens' well-being. Corresponding measures have been incorporated into the budget draft, enabling wage growth in the budget sector in line with the pace of nominal accrued wage growth across the economy as a whole. According to the minister, this amounts to about 109%.

Among the main measures is raising the base rate to 325 rubles. Work will also continue on optimizing staffing and the number of employees in budget organizations, so that freed-up funds remain within the budget institution's estimate and become an additional source for paying bonuses and other supplements.

For certain categories of workers, including cleaners, educators, educator assistants, and others, targeted measures are envisaged involving the introduction of monthly supplements.
