
In order to ensure the stability of turnover of goods subject to marking, including in case of incorrect operation (malfunctions) of the state information system for marking goods with unified control signs or identification means (hereinafter – the marking system), the Ministry of Taxes and Duties informs about the possibilities of implementing goods subject to marking by means of identification using cash register equipment.
According to paragraph three of subparagraph 2.3 of paragraph 2 of the Decree of the President of the Republic of Belarus dated June 10, 2011 No. 243 "On Marking of Goods", it is prohibited to turnover on the territory of the Republic of Belarus goods without identification means applied to the goods or their packaging, or with identification means applied to the goods or their packaging in violation of the procedure established by the Council of Ministers of the Republic of Belarus or an authorized body thereof, or in the absence of information about goods with identification means applied to them or their packaging and identification means applied to the goods in the marking system, or non‑compliance of such information with the data contained in the marking system.
For the purposes of marking, turnover of goods means import, storage, transportation, use, receipt and transfer of goods, including their purchase, offering for sale and sale on the territory of the Republic of Belarus, as well as cross‑border trade.
To ensure the continuity of production and logistics processes, minimize downtime risks and exclude cases where turnover, including retail sale, of goods subject to identification marking cannot be carried out, business entities are advised to maintain a stock of marking codes determined on the basis of planning the volume of production (import) of goods and their sale, sufficient to mark such goods for at least one week.
Entry of information on identification means applied to goods, and on protected material carriers bearing identification means, into the marking system is carried out after the marking system's operability is restored.
