As part of a joint Belarusian-Chinese project on the digitalization of international road transport, a system for issuing and using electronic permits between the Republic of Belarus and the People's Republic of China (hereinafter — PRC) has been operational since October 8, 2026.
Chinese electronic permits are processed by carriers through their personal account in the "Dazvol" automated information system (AIS), without the need to visit branches of the Transport Inspectorate in person. The new functionality allows carriers to obtain electronic permits remotely, assign them to specific drivers, activate permits before a trip, and generate and print an electronic permit form with a QR code. The updated User Guide for the "Dazvol" AIS can be found on the Transport Inspectorate's website or via a link in the carrier's personal account. The procedure for ordering, activating, and using digital units is detailed in Section 5.23 "E-Permits" of this Guide.
When performing a transport using an electronic permit, the road carrier is advised to carry a paper PRC permit as a backup travel method. In the event of technical failures or issues with checking the electronic permit, the vehicle inspection will be conducted based on the paper permit.
Previously issued paper permits for travel through the PRC territory remain valid and can be used for transport until the end of their established validity period, without the mandatory requirement to reissue an electronic permit.
Activation of a permit in the form of an electronic record is carried out by the road carrier in the automated system by entering information about the planned transport and registering the permit in the PRC's information system. The number of simultaneously activated and unused PRC electronic permits held by a road carrier must not exceed two permits of each type per specific freight motor vehicle, the information about which is contained in the automated system on the date of activation.
The road carrier has the right to cancel an activated PRC electronic permit through their personal account in the automated system before the transport begins.
