Today, Minister of Labor and Social Protection Andrey Lobovich presented deputies a draft law on the FSZN budget for 2027. The fund's expenditures are planned at 42.3 billion rubles, which is 4.6 billion more than in 2026.
Expense structure: pensions form the backbone of the budget
The bulk of the funds is directed toward pensions—just over 80% of all expenses. In monetary terms, this amounts to more than 34 billion rubles.
Apart from pensions, the fund's budget includes expenditures for other social payments. However, their share is considerably smaller.
Pension payments remain the main focus, accounting for the lion's share of FSZN funds.
The average pension size will rise by 10%
The fund's 2027 budget incorporates an approximate 10% increase in the average pension size. This means that the average payment will rise in line with forecasted figures.
The minister did not specify exact amounts, but a benchmark is set in the draft.
Andrey Lobovich noted that pension expenditures will increase.
He presented the draft to the deputies, and they adopted it in two readings.
Now the document must go through further stages of approval.
