It so happened that my son accumulated a large debt for housing and communal services (HCS). I looked and saw that the penalty far exceeds the amount of the debt. I've heard that the penalty can be written off. How can this be done and where should I apply?

The head of the accounting and reference center of Zhlobin (RSC), Elena Novikova, informed us:
I would like to remind you that citizens who fail to pay for the use of residential premises on time or in full pay a penalty of 0.3 percent of the unpaid amount for each day of delay. To support citizens who have found themselves in a difficult life situation, a mechanism for writing off penalties has been developed. It only works if citizens pay the main debt for the services provided.
To write off the penalty, citizens submit an application in any form to the RSC at the address: microdistrict 19, building 44. Specialists will conduct a survey of the living conditions, determine the property status of the citizen and members of their family living with them, and draw up a survey report. RSC employees will also request certificates or documents from government agencies and organizations about the applicant's income and that of their family members living with them, which are necessary for resolving the issue of writing off the penalty. The penalty is written off by decision of the district executive committee, provided that the citizen pays the main debt. I would also like to remind you that payment for HCS is made for each preceding month no later than the 25th day of the following month.
