The regional department of vehicle control in Zhlobin city branch of the Gomel region Transport Inspection continuously carries out supervision over the organization and execution of passenger transportation by taxi vehicles.

During the past two months in Svetlogorsk and Svetlogorsk district, during the conduct of control measures using the "control purchase" method, two facts of illegal entrepreneurial activity by individual entrepreneurs providing passenger transportation by taxi vehicles were identified, while information about the transport means and drivers was not included in the "Passenger Transportation Register in Irregular Service." Additionally, a fact of illegal entrepreneurial activity by a citizen who is not registered as an individual entrepreneur was also uncovered. As a result, three transport means were seized and placed on a fine stand pending the decision of the Economic Court of the Gomel region. Protocols were prepared regarding two individual entrepreneurs and one citizen.

During the conduct of the events, violations such as the following were identified among taxi drivers: absence of a contract for mandatory civil liability insurance for the carrier toward passengers (identified at two carriers), absence of a meter combined with a cash summing apparatus; absence of a video recorder in the taxi vehicle; absence of a medical kit and a fire extinguisher. Requirements were issued to the taxi operators to eliminate the identified violations within the specified period.

When violations were identified in carriers for which participation in road traffic is prohibited according to the Traffic Rules, requirements are issued by Transport Inspection personnel to prohibit the operation of the transport means until the identified violation is eliminated. Such requirements were issued three times.

Regional department staff check that the driver has on hand the documents required by law (driver's license, insurance certificates for the vehicle and for the carrier's civil liability to passengers, technical passport, driver's license, etc.), and that the vehicle complies with the established external requirements (a taxi car must be painted yellow, or have a yellow stripe along the entire length on the side surfaces; the name of the carrier, the taxpayer's registration number, and a composition of black squares arranged in a checkerboard pattern must be applied on the front doors of the taxi car; on the roof of the taxi car there must be installed an orange lantern with a composition of black squares), and internal arrangement (in a place visible to passengers there must be located a business card containing information about the driver and his photograph, the name, location and telephone of the carrier, the name and telephone of the taxi dispatcher, information on the location of the complaints and suggestions book, as well as information on the fares used by this carrier). Video recording in the cabin and of events occurring in front of the vehicle while transporting passengers is also checked.

We remind drivers and carriers performing passenger car transportation in irregular service that information about drivers and vehicles must be included in the "Register of Passenger Car Transportation in Irregular Service". If this information is not included, the activity is illegal and prohibited. Also, when performing irregular passenger transportation, information about the vehicle's operating periods and the driver's working periods must be entered into the GIS "Register of Passenger Car Transportation in Irregular Service".
