I am an individual entrepreneur registered in the Republic of Belarus. I deal in cargo transportation and for these purposes I acquired in Turkey a used tractor-trailer and a tent semi-trailer. Is a permit required for the passage of such vehicles (TM) on the territory of the Republic of Belarus when they are being delivered to my address?

Answered by Natalia TROP, deputy head of the customs operations and control department number 2 of the Gomel Customs Post, Gomel Customs:

– The Regulation on the procedure for conducting control at road crossing points through the state border of the Republic of Belarus was approved by the Council of Ministers resolution dated 27.01.2014 No. 71 (hereinafter – the Regulation). Point 7 of the Regulation establishes cases where the presence of a permitting document for the passage of foreign state vehicles within the territory of Belarus is not required. So, such a permission is not required for:

• trips of TM used for providing technical assistance for a malfunctioning vehicle or with it;
• trips of empty TM after completing a transport that does not require a permit, in the presence of confirming documents;
• TM acquired abroad by physical persons or legal entities of the Republic of Belarus or foreign states regardless of the purpose of use, traveling within the territory of Belarus with transit registration marks in an empty condition;
• passage of cargo TM with a total mass of up to 6 tons, not carrying international truck cargo transport;
• and other types of international truck transport defined by international treaties of the Republic of Belarus.

Thus, a permit is not required for the passage within the territory of the Republic of Belarus of vehicles purchased by You abroad that are proceeding to their destination with temporary registration marks.
