Armenia is making it clear that its relations with the Collective Security Treaty Organization have deteriorated. Yerevan has frozen its participation in the organization's work, stopped paying dues, and is now openly stating that it does not intend to return. However, it has not been possible to put a final end to this situation yet. The question of membership may be discussed in Moscow on November 11.
The head of the Armenian Foreign Ministry stated that the country does not see an opportunity to return to the CSTO or change its attitude towards the organization. And the former Secretary General of the organization, Nikolay Bordyuzha, believes that Armenia should be excluded. According to him, if the country remains a full member, its position should be taken into account when making general decisions. Now, as he believes, Yerevan's actions contradict what is happening within the organization.
Let's take a step back and recall the details. Armenia suspended its participation in the CSTO in February 2024, has not paid membership dues for about two years, and has not filled its quota positions. At the same time, its representative continues to attend meetings of the permanent council.
The Secretary General of the CSTO allowed that the question of Armenia's membership may be considered at the session of the Collective Security Council in Moscow on November 11. However, for this to happen, the proposal must officially be included in the agenda. Any head of a member state can submit such a proposal. At the same time, Armenia remains a member of the CSTO from a legal standpoint. Pashinyan himself previously stated that he would be happy if the CSTO were to expel Armenia. Then, allegedly, Yerevan would not have to independently resolve the dilemma of leaving. In Moscow, however, they remind that if the organization is no longer needed by Armenia, the country has the right to leave it.
This is the current political stalemate. Here, they do not want to cooperate, do not pay dues, but are afraid to officially put an end to the history of relations. What will happen next will become clearer after the meeting in Moscow.
So, for now, Armenia continues to keep its distance, and the CSTO is deciding what to do with a member that is no longer interested in joint work. And on November 11, this prolonged dispute may enter a new stage.
