We need to translate the Russian fragment into English, preserving paragraph breaks, not translating proper nouns or URLs. The fragment includes repeated sections: headings, phone numbers, etc. We need to translate everything except proper nouns (like names of organizations, maybe "Завод железобетонных конструкций" is a proper noun? It's a name of a plant; we should not translate proper nouns we cannot render. However, we can translate generic terms but keep proper nouns as is. The instruction: "Do not translate the article link, url, or any proper nouns you cannot render." So we need to decide what is a proper noun. Likely organization names like "Завод железобетонных конструкций" (Reinforced Concrete Products Plant) could be translated but it's a proper name; but we could translate as "Reinforced Concrete Products Plant". However, it's ambiguous. Usually we translate unless it's a proper noun like a name of a company that shouldn't be translated. The instruction says "any proper nouns you cannot render." Means if you cannot render (i.e., you don't know the proper translation) keep as is. But we can render many. Safer to translate generic terms but keep the specific names like "Республика Беларусь" (Republic of Belarus) is a proper noun but we can translate. Usually we translate country names. "г. Солигорск" (city of Soligorsk) we can translate as "Soligorsk". "ул. Козлова" (Kozlova Street) we can translate as "Kozlova Street". Phone numbers stay same. Email stays same. Language codes ru, en, be stay same.

We need to preserve paragraph breaks. The fragment appears to have sections separated by blank lines. We'll translate line by line, preserving blank lines.

Let's copy the fragment and translate.

Завод железобетонных конструкций """

We need to translate everything except proper nouns we cannot render. Let's translate headings:

"Завод железобетонных конструкций" -> "Reinforced Concrete Products Plant" (or "Reinforced Concrete Structures Plant"). I'd choose "Reinforced Concrete Products Plant". It's a proper name but we can translate.

"Жилищно-коммунальная контора" -> "Housing and Communal Office" or "Housing and Utilities Department". I'd translate as "Housing and Utilities Office".

"Агрофирма "Красная Нива"" -> Keep quotes? The name is "Красная Ни

We need to translate the Russian fragment into English, preserving paragraph breaks. The fragment appears to be a list of sections, headings, repeated items, contact info, etc. We must translate everything except proper nouns we cannot render (like names, numbers, maybe "СУ-149", "Кафе 'Янус'", etc). We should keep the same line breaks.

We need to output only the translated text, no commentary.

We need to translate Russian to English, preserving meaning. For repeated lines, translate each.

We need to keep paragraph breaks: The fragment seems to have line breaks after each item. We'll translate each line.

Let's go through.

На цифрах и фактах от налоговой инспекции рассказываем, почему прозрачные трудовые отношения без "зарплаты в конвертах" это безопасно и надежно """

We need to translate each line.

We must preserve proper nouns: "СУ-149" maybe is a code, keep as is. "Кафе 'Янус'" keep quotes? We'll translate "Кафе" as "Cafe". Keep the name in quotes? Probably "Cafe 'Yanus'". But rule: Do not translate proper nouns you cannot render. "Янус" is a proper name, we can transliterate? Usually we keep as is? The rule: Do not translate the article link, url, or any proper nouns you cannot render. So we should not translate proper nouns. "Янус" is a proper noun (name). So we keep it as "Янус". But "Кафе" is not a proper noun, it's a common noun meaning cafe. So we translate "Кафе" to "Cafe". Keep the quotes around the name? Probably keep as "Cafe 'Янус'". Similarly "Агрофирма 'Красная Нива'" - "Агрофирма" translate to "Agrofirm", but "Красная Нива" is proper name, keep as is. So "Agrofirm 'Красная Нива'". However "Agrofirm" maybe not common English; could be "Agro-firm". But we translate literally: "Agrofirm". Might be okay.

"Строительное управление №55" - "Строительное управление" translate to "Construction Management". Keep number. So "Construction Management No. 55". Or "Construction Management #55". We'll use "Construction Management No. 55". Similarly for others.

"Специализированное управление №137" -> "Specialized Management No. 137". "Управление механизации и спецработ №108" -> "Management of Mechanization and Special Works No. 108". "Сантехническое монтажное управление" -> "Sanitary Technical Installation Management". "Электротехническое монтажное управление" -> "Electrotechnical Installation Management". "Завод железобетонных конструкций" -> "Reinforced Concrete Products Plant". "Жилищно-коммунальная контора" -> "Housing and Communal Office". "Агрофирма 'Красная Нива'" -> "Agrofirm 'Красная Нива'". Tax and Customs Inspection of the Soligorsk District of the Republic of Belarus

Currently, one of the most common violations among commercial enterprises and individual entrepreneurs is the payment of wages “in envelopes,” i.e., compensating employees without proper documentation and without recording it in accounting and tax records. However, behind the apparent benefit usually lie risks that ultimately affect both the employee and the employer.

When employment relations are formally established, wages go through the mechanisms prescribed by law. This means that the employee can rely on the stipulated payments in the event of insurance incidents—such as temporary disability benefits, maternity and paternity leave, child care, and other forms of social support. Moreover, official accounting allows the formation of insurance tenure and ensures the payment of insurance contributions. If, however, income is paid without being reflected in the reports, the employee often loses documentary proof of their earnings. Consequently, the chance of receiving guaranteed payments is significantly reduced.

Employers risk not savings, but additional charges: the “gray” scheme means that mandatory taxes and payments are not paid properly. Legislation increases the liability of employers (tax agents) when regulatory authorities establish cases of unlawful withholding of personal income tax from individuals:

  • When calculating personal income tax from the aforementioned amounts, an increased tax rate of 26% is applied;
  • The obligation to pay it falls on the tax agent. In this case, the tax is paid from the tax agent’s own funds and without subsequent withholding from the individual who actually received the income.

Based on the results of inspections, employers are required to pay taxes and other mandatory payments, and failure to do so carries various forms of liability—from administrative to criminal.

Thus, over the six months of 2026, the inspection of the Ministry of Taxes and Fees of the Republic of Belarus for the Soligorsk District (hereinafter referred to as the inspection) identified and stopped “abuse” in the payment of wages “in envelopes” at 34 business entities. The entities are liable for additional personal income tax payments totaling more than 1,269.1 thousand rubles, fines amounting to 8.9 thousand rubles were imposed, and 8.6 thousand rubles were paid in fines. Additionally, the inspection sent information regarding 15 business entities to the authorities of the Social Protection Fund and the Department of State Labor Inspection of the Ministry of Labor and Social Protection of the Republic of Belarus.

Wages are the foundation of an employee's right to guaranteed payments and legally significant income accounting. Therefore, the most reliable way to protect oneself is to formalize employment relations officially and to calculate wages transparently.

Live wisely! Work honestly!
