Tax and Customs Inspection of the Soligorsk District of the Republic of Belarus
Currently, one of the most common violations among commercial enterprises and individual entrepreneurs is the payment of wages “in envelopes,” i.e., compensating employees without proper documentation and without recording it in accounting and tax records. However, behind the apparent benefit usually lie risks that ultimately affect both the employee and the employer.
When employment relations are formally established, wages go through the mechanisms prescribed by law. This means that the employee can rely on the stipulated payments in the event of insurance incidents—such as temporary disability benefits, maternity and paternity leave, child care, and other forms of social support. Moreover, official accounting allows the formation of insurance tenure and ensures the payment of insurance contributions. If, however, income is paid without being reflected in the reports, the employee often loses documentary proof of their earnings. Consequently, the chance of receiving guaranteed payments is significantly reduced.
Employers risk not savings, but additional charges: the “gray” scheme means that mandatory taxes and payments are not paid properly. Legislation increases the liability of employers (tax agents) when regulatory authorities establish cases of unlawful withholding of personal income tax from individuals:
Based on the results of inspections, employers are required to pay taxes and other mandatory payments, and failure to do so carries various forms of liability—from administrative to criminal.
Thus, over the six months of 2026, the inspection of the Ministry of Taxes and Fees of the Republic of Belarus for the Soligorsk District (hereinafter referred to as the inspection) identified and stopped “abuse” in the payment of wages “in envelopes” at 34 business entities. The entities are liable for additional personal income tax payments totaling more than 1,269.1 thousand rubles, fines amounting to 8.9 thousand rubles were imposed, and 8.6 thousand rubles were paid in fines. Additionally, the inspection sent information regarding 15 business entities to the authorities of the Social Protection Fund and the Department of State Labor Inspection of the Ministry of Labor and Social Protection of the Republic of Belarus.
Wages are the foundation of an employee's right to guaranteed payments and legally significant income accounting. Therefore, the most reliable way to protect oneself is to formalize employment relations officially and to calculate wages transparently.
