As part of the joint Belarus-China project on digitization of international road freight transport, from October 8, 2026, the operation of the system for issuing and using electronic permits between the Republic of Belarus and the People's Republic of China (hereinafter – PRC) has been launched. The processing of Chinese electronic permits will be carried out by carriers independently, via the personal account in the AIS 'Dazvol', without the need to personally visit branches of the Transport Inspectorate. This functionality will allow obtaining electronic permits, paying the state fee, assigning drivers to permits (if necessary), activating permits before a trip, and printing the electronic permit form with a QR code.
To work with this functionality, it is necessary to familiarize yourself with the updated User Manual of the AIS 'Dazvol' for carriers, posted on the Transport Inspectorate's website or via the link in the carrier's personal account. The procedure for ordering, activating, and using digital forms is detailed in section 5.23 'E-permits' of this Manual.
By decision of the Commission for Distribution, Issuance of Permits and Control of Their Use of the Ministry of Transport of the Republic of Belarus (minutes of the meeting dated 06.10.2026 No. 17/2026), two types of PRC permits in the form of an electronic record have been defined: 'bilateral/transit' and 'to/from third countries'.
Activation of the permit in the form of an electronic record is carried out by the road carrier in the automated system by entering data on the planned transport and registering the permit in the PRC's information system. The number of permits simultaneously activated by the road carrier and not used, in the form of an electronic record, must not exceed two permits of each type per specific road freight vehicle, the data of which are contained in the automated system as of the activation date. Upon activation of the permit in the carrier's personal account in the automated system, an electronic information document is generated displaying the unique permit number
It should be noted that the road carrier is entitled to cancel the activated PRC permit in the form of an electronic record via the personal account in the automated system before the start of the transportation.
The actual use of the PRC permit in the form of an electronic record is confirmed by the presence in the automated system of information on the passage of control received from the competent authority of the PRC within the framework of information interaction.
In accordance with the agreements reached between the Ministry of Transport and Communications of the Republic of Belarus and the Ministry of Transport of the PRC, until December 31, 2026, when carrying out transportation using an electronic permit, it is recommended that the Belarusian carrier have a paper PRC permit in the vehicle cabin as a backup means of passage. All paper permits for passage through the territory of the PRC previously obtained by road carriers remain valid and may be used for carrying out transportation until the expiration of their established validity period without the need to mandatorily issue an electronic permit.
