The MNS inspection for the Zhlobin district conducts control measures on a permanent basis, aimed at identifying payers with signs of paying wages to hired workers without documentary formalization and reflection in accounting and tax records, or wages "in an envelope".
According to the results of the first 9 months of 2026, the inspection for the Zhlobin district has identified 33 cases of paying wages "in an envelope", including 27 as a result of the subsequent stage of chamber checks and 6 as a result of conducted inspections. Income tax in the amount of 548.1 thousand rubles has been claimed for payment to the budget, including 316.9 thousand rubles as a result of the subsequent stage of chamber checks and 231.2 thousand rubles as a result of conducted inspections. One legal entity and physical persons have been brought to administrative responsibility for non-payment of income tax, with the amount of fines totaling 9.5 thousand rubles.
We draw attention to the fact that the largest number of violations in terms of paying workers wages "in an envelope" is established by tax authorities in areas of activity related to the handling of cash, namely: retail trade and public catering, transportation services (taxis, cargo transportation), medical and hairdressing services, by concealing cash revenue by business entities, part of which is directed to paying wages "in an envelope". Also, the practice of hiring hired workers without concluding employment contracts with them, or replacing labor relations with civil-law relations, and paying wages "in an envelope" under the guise of reimbursing business expenses and travel expenses is common.
For these violations, business entities face not only liability in the form of unpaid taxes and imposed administrative fines but also criminal liability under Article 243-1 of the Criminal Code of the Republic of Belarus.
In connection with the above, we remind employers that when hiring workers, they should conclude employment contracts with them and make all payments with their full reflection in accounting and tax records. Workers should demand official formalization of labor relations.
