In Belarus, amendments have been made to the standards for services related to the training, retraining, and qualification improvement of drivers of mechanical vehicles and self-propelled machines. The revised standards STB 2191.1-2020 and STB 2191.2-2020 have been published on the National Legal Internet Portal, reports BELTA.

Under the new requirements, video recording shall be carried out during thematic monitoring and practical examinations on the operation of mechanical vehicles. The video recorder must be installed on the inner surface of the windshield of the training vehicle at a location that does not obstruct the view. Moreover, when conducting thematic monitoring and the examination under the training program "Motorcycle Operation", video surveillance means (IP cameras, video cameras, etc.) shall be used.

The recorder must make audio and video recordings of the traffic situation, indicating the time and date, as well as record the actions of the trainee and instructor and their voices. The recording of the thematic monitoring or practical examination shall be stored in the educational organization for six months.

Furthermore, under the new requirements, theoretical classes for trainees shall be conducted only in-person, unless otherwise stipulated by legislation.

The new requirements will come into force on January 1, 2027.
