On the unified portal of electronic services “E-Pass” more than 70 digitized services are available for ordering for vehicle owners. BELTA reported this to the press service of the National Center for Electronic Services.
Among them are administrative procedures related to vehicle registration, deregistration, obtaining and exchanging driver’s licenses, making changes to registration documents, and more. A new service is available – “Transmission of information about vehicles that have passed technical inspection” (code 3.104.01).
The electronic service is provided to the republican unitary service enterprise “Beltekhosmot” automatically using a “system‑to‑system” technology and is intended to transmit to the Republican Public Safety Monitoring System information about vehicles that have passed state technical inspection, the press service explained.
Also the portal has added administrative procedures such as 548.5.9.1 “State registration of a vehicle”, 548.5.9.2 “Making changes to documents related to the state registration of a vehicle, obtaining a vehicle registration certificate in case of its loss or obtaining such a certificate in place of a technical passport”, 548.5.9.3 “Deregistration of a vehicle”, 200.15.4 “Exchange, issuance in place of a lost (stolen) driver’s license, as well as a driver’s license of the USSR Ministry of Internal Affairs model”, 200.15.11 “State registration of a vehicle (excluding wheeled tractors, trailers, semi‑trailers)”, 200.15.14 “Deregistration of vehicles”, 200.15.15 “Making changes to documents related to the state registration of vehicles, issuing a vehicle registration certificate in case of its loss (theft) or issuing such a certificate in place of a technical passport”.
An application for any of these administrative procedures can be submitted by both individuals and legal entities, as well as by sole proprietors.
The press service reminded that administrative procedures are available for ordering with strict authentication (using a personal electronic digital signature, ID card, or unique identifier). Then you must select the required administrative procedure from the list of available services and procedures in the user’s personal account, click the “Order” button, fill out the electronic application form for the administrative procedure, click the “Submit application” button, sign with an e‑signature if necessary, and send the application for the administrative procedure to the automated information system of the State Automobile Inspection of the Ministry of Internal Affairs.
In total, the unified portal of electronic services offers 309 electronic services and 596 administrative procedures from 82 information resources (systems) for ordering. Each year, the number of digitized services increases, and the interest of citizens and business entities in obtaining services online grows. For example, in 2022, slightly over 76 million services were provided through the portal; by 2025 the figure had risen to 173 million, and since January 2026 more than 170 million have already been delivered.
A mobile application “E‑Paslu” has been created to simplify the ID‑card authorization procedure and to gain access to digitized services without a reader. To use the “E‑Paslu” mobile app, a smartphone with NFC capability and an ID card are required.
