In Belarus, changes have been made to the standards for services related to the training, retraining, and advanced training of drivers of mechanical vehicles and self-propelled machines. The revised standards STB 2191.1-2020 and STB 2191.2-2020 have been published on the National Legal Internet Portal.
According to the new requirements, when conducting thematic control and practical exams for managing mechanical vehicles, video recording is mandatory. The video recorder must be installed on the inner surface of the windshield of the training vehicle in a location that does not obstruct the view. At the same time, when taking thematic control or exams for the educational program "Motorcycle Management", video surveillance means (IP cameras, video cameras, etc.) must be used.
The recorder must produce an audio and video recording of the road situation with an indication of the time and date, a record of the actions of the trainee and instructor, and their voices. The recording of the thematic control or practical exam will be stored in the educational organization for six months.
In addition, according to the new requirements, theoretical classes for training students are conducted only in person, unless otherwise specified by law.
The new requirements will come into effect on January 1, 2027.
