As part of the joint Belarusian-Chinese project on the digitization of international road transport, the operation of the system for issuing and using electronic permits between the Republic of Belarus and the People's Republic of China (hereinafter – PRC) was launched on October 8, 2026. This was reported to the online publication cherikovnews.by by Sergey Veselko, Deputy Head of the ROAVK in the town of Krichev, UAVC branch of the Transport Inspectorate for Mogilev Region.

"The processing of Chinese electronic permits will be carried out by carriers independently through their personal account in the 'Dazvol' AIS – there will be no need to visit the Transport Inspectorate branches for this purpose," explained Sergey Olegovich. "The system's functionality allows not only obtaining electronic permits but also paying the state fee, assigning drivers to permits (if necessary), activating permits before a trip, and printing the electronic permit form with a QR code."

To work with this functionality, it is necessary to familiarize yourself with the updated User Manual of the 'Dazvol' AIS for carriers, posted on the Transport Inspectorate's website or via a link in the carrier's personal account. "The procedure for ordering, activating, and using digital forms is detailed in section 5.23 'E-permits' of this Manual," noted a representative of the agency. "I recommend that carriers study this section carefully: it provides step-by-step instructions for all actions."

By decision of the Commission for the Allocation, Issuance, and Control of Use of Permits of the Ministry of Transport of the Republic of Belarus (minutes of the meeting dated 06.10.2026 No

When activating the permit in the personal account of the road carrier in the automated system, an electronic information document is generated displaying the unique permit number assigned by the PRC's information system, a QR code, and the transport details. This document, printed on paper or displayed on the screen of the driver's mobile device, confirms the issuance and activation of the PRC permit as an electronic record and is used during transport inspections.

It should be noted that the road carrier may cancel the activated PRC permit in the form of an electronic record via the personal account in the automated system before the start of the transport.

The actual use of the PRC permit in the form of an electronic record is confirmed by the presence in the automated system of data on inspection passage received from the PRC's competent authority within the framework of information interaction.

According to the agreements reached between the Ministry of Transport and Communications of the Republic of Belarus and the Ministry of Transport of the PRC, until December 31, 2026, when performing a transport using an electronic permit in the cabin of a Belarusian carrier's vehicle, it is recommended to have a paper PRC permit as a backup means of passage.

All paper permits for travel within the PRC previously obtained by road carriers remain valid, — emphasized Sergey Veselko. — They can be used to carry out transports until the expiration of their established validity period — obtaining an electronic permit is not required.
