
The Board of the National Bank of Belarus approved Resolution No. 185 on August 3, 2026, aimed at improving access to financing. The key change concerns the debt burden ratio: its permissible level for loans taken to purchase domestically produced goods, works, and services has been raised from 40% to 50%. The new rule does not apply to the purchase of motor vehicles but covers leasing agreements for Belarusian goods.
The opportunities for obtaining microloans have also been expanded: the maximum amount secured by movable property has been increased from 10 to 20 base units. When issuing such microloans, microfinance organizations are exempt from the mandatory calculation of the borrower's debt burden ratio.
The National Bank emphasized that the adopted measures are designed to stimulate demand for domestic products and increase the accessibility of financial services for the population. The document will enter into force after its official publication.
