The Mogilev Regional State Control Committee conducted a large-scale monitoring of the effectiveness of improved lands use and the expenditure of allocated budget funds. The inspection showed that along with systematic work across the region, serious financial and technological violations are also present.

Overall, there is a positive dynamic in Mogilev Oblast: more than 5,000 hectares of land have already been brought into operation in 2026. Of these, reconstruction of systems has been carried out on 1.7 thousand hectares, and cultural-technical works on 3.3 thousand hectares. However, behind the pleasant overall figures lie facts of low-quality work, delays, and lawlessness.

They paid for what did not exist: attachments in the Bykhovsky District

Inspectors of the MGC revealed cases where water management organizations received full payment from the regional budget for work that was not actually completed. Attention was focused on the Bykhovsky contractor OOO "PMK-85 Vodostroy":

• MS "Grezha" (near Grodets village): after cultural-technical reclamation on an area of 272.2 hectares, the enterprise dumped wood residues directly onto the treated territory and ignored the spoil from canals.
• MS "Trosna": on an area of about 20 hectares, reclaimers "forgot" to remove brushwood, as well as carry out plowing and digging operations.
• MS "Ukhlyast": on an area of 55 hectares, planned digging and plowing were carried out at all.

Despite technological defects and incomplete processes, all these objects were accepted into operation and fully paid for using state funds.

Brushes of thistle: lawlessness in the Glusksky District

Another serious problem is the inaction of agricultural organizations themselves. The state invests huge amounts in restoring land, but agrarians simply do not use them. Examples of lawlessness in the Glusksky District include:

• OOO "Glusk-Agro": ignores for three years 79 hectares of the "Lisa" water management system, where cultural-technical works were completed as early as 2023.
• OOO "Experimental Base 'Glusk'": after comprehensive reconstruction of the "Zarudche" and "Pchit'" systems in 2023-2024, the farm abandoned 219.4 hectares of fertile land.

Violators must repay the money

According to the results of the MGC inspection, strict orders were sent to the violators. Currently, agricultural and water management organizations of Mogilev Oblast are carrying out emergency remedial work to correct the defects.

The main consequence of the monitoring is that the process of returning unjustifiably obtained budgetary funds to the state treasury has been launched. Control and analytical activities of the State Control Committee (KGK) in the field of land reclamation continue.
