Restoring Middle Management in Agro-Organizations of the Mogilev Region

Restoring the middle management layer in large agricultural organizations will increase working efficiency without additional financial expenditures. This information was shared with journalists following a meeting at the Chauskoye district executive committee by Dmitry Krot, head of the Presidential Administration, according to the BELTA correspondent.

According to his words, the first year of the five-year plan is drawing to a close, and the agro-industrial complex remains a key sector of Mogilev's economy. The country's president keeps track of the situation on a monthly basis, paying particular attention to problematic regions. He cited Shklovsky District as an example, where the state head visited one of the weakest enterprises — JSC "Govyady-Agro." Systemic orders were issued there that have now been voiced by the chairmen of all district executives in the region.

One of the main themes was the change in management structure following the campaign to consolidate agricultural organizations. In the region, as throughout the country, about 90 percent of weak enterprises were liquidated, and their land and bases were attached to leading enterprises. However, this resulted in a breakdown of connections between ordinary workers and the leadership of large associations. "Our President felt that precisely the connection between specific coordinators, workers, people who work in the fields, and the leaders of these unified farms had become unstable and vague," explained Dmitry Krot.

The problem lies in the absence of middle management — section heads. Using the same "Govyady-Agro" as an example, whose territory extends over 40-50 kilometers, daily control over compliance with technological regulations becomes difficult without intermediate managers. "This daily control, which would be provided by section heads if they existed, would allow dramatically increasing efficiency without requiring any significant additional financial and other costs," emphasized Dmitry Krot.

This work is currently being implemented in Shklovsky District, with reports due to the President by November regarding the initial results. The head of the Presidential Administration has assigned all district executives on territories with consolidated agricultural organizations to study this issue and introduce similar practices.
